This Order is being introduced because of works to install ducting for a hot water steam system, communications and high voltage electricity for a joint hospitals energy link – which is anticipated to take variously until the end of June 2016 to complete. The effect of the Order, when appropriate traffic signs are displayed is to temporarily prohibit parking/waiting and to close to traffic various sections of road and junctions as follows, and the works to progress as shown below:

Reaction to hospital energy project briefing

All three Headington councillors attended the briefing today and asked questions about the project.

Fibre optic cables and high voltage cables will be laid within the trench containing the energy pipes.

Roads will be closed at either end while works are being carried out, however footpaths will remain open. The timetable for road closures has been discussed with Oxfordshire County Council and are as follows:

When complete road closures take place, roads will be closed from either end with no through traffic.

We are trying to arrange a public meeting at All Saints Church House, New High Street on Wednesday 9 December from 7:00-9:00pm and will confirm this shortly. The Trust and Vital Energi (the contractor) have been invited to this meeting which is being arranged with assistance from Highfield Residents’ Association and have expressed interest in attending

We remain concerned that road closures are so long, and that several main routes will be closed at the same time. We are also concerned that Access to Headington roadworks may coincide with the energy project works. At this time we have no information about alternative arrangements for parking for affected residents and there are many questions still unanswered. We note that the Trust has apologised for the lateness of its communications – we believe that much of the anxiety by residents could have been minimised if consultation had happened months ago when the road markings were first apparent.

 

Access to Headington update

The County Council has published a summary of themes coming out of the recent public consultation on their Access to Headington proposals.

General/area-wide comments

  Numerous respondents were concerned by proposals to remove grass verges and trees to accommodate junction improvements, bus priority and pedestrian/cycle facilities. For many the loss of any trees would be unacceptable. Other respondents understood why this might be required in places but felt the impact of proposals could be minimised and mitigated through additional trees being planted in the local area.

 

  There were many comments relating to proposals to remove on-street parking to provide bus or cycle lanes. Whilst some respondents welcomed the potential changes, such as cyclists and commuters, residents directly affected were generally against the idea, and those living nearby were concerned about the potential knock-on effect of more parking in neighbouring side-roads. Some respondents also felt the loss of parking would result in increased traffic speeds.

 

  The introduction of raised entry treatments at side roads was met with mixed views with some regarding them as a positive addition in so far as they would improve safety for vulnerable users such as the elderly, young children and cyclists. Other respondents felt they provided little benefit and cited concerns about confusion over who has right of way, maintenance costs, and potential drainage issues.

 

  Some respondents felt proposals should accommodate additional measures in areas of Headington outside the main project area. In particular, respondents wanted improvements to manage the amount and speed of traffic using routes off the main highway, together with improvements to adjoining walking and cycling routes.

 

  Many respondents welcomed proposals to provide uniform and consistent cycle route provision. Some respondents thought more could be done, particularly full- or semi-segregated cycle lanes, as well as greater priority for cyclists at junctions. Some respondents concerned about the loss of trees thought narrower cycle lanes would be acceptable.

Location specific comments

  Proposed alterations along Cherwell Drive including the provision of a bus lane led to a number of comments, mostly against the proposal. Many respondents raised concerns such as visual impacts as well as the potential for an increase in noise and vibration, and issues with drainage.

 

  Respondents were broadly welcoming of proposals to replace the Marston Road, Headley Way double mini-roundabout with a signalised junction, and were supportive of giving more priority to pedestrians and cyclists in particular. The loss of trees and grass verges was however a concern along with the proposal to switch access arrangements at the shops.

 Residents on Headley Way raised concerns about the potential loss of the lower footway and impact this could have on accessing their properties.

  Issues regarding access and the traffic impact of the John Radcliffe Hospital were raised frequently, with respondents suggesting alternative improvements should be considered including a direct road link between the hospital and the A40 Northern Bypass, a dedicated hospital Park and Ride site, and additional on-site parking.

  There were concerns about proposed carriageway widening in Osler Road. Some considered the grass verges to be an important amenity and there were also concerns about reducing footway widths. A number of respondents thought a new pedestrian crossing on London Road, linking Lime Walk with Osler Road, should be considered.

  Proposals to install a diagonal pedestrian crossing at the junction of Windmill Road and London Road were broadly welcomed. A number of respondents suggested options for improving the design of this measure, whilst other respondents highlighted concerns about the potential implication on queuing traffic at the junction.

  There were a number of comments received regarding the widening of the pedestrian and cycle route between the Churchill Hospital and Massey Close, with some residents concerned that this might encourage use by motorised traffic.

  Some respondents were concerned about how the bus lane would be enforced in Churchill Drive, and how access to Boundary Brook House could be maintained.

  Proposals to re-grade the carriageway and footway along Old Road, to provide more space for cycle lanes, received a mixed response. Most respondents welcomed proposals to improve cycle lanes, but there were others who were concerned about the impact of the re-grading particularly to frontages and the grass verges and hedges along the road.

  A number of respondents felt more could be done to improve cycle priority at the Hollow Way/The Slade/Horspath Driftway junction.

Next steps

Following the consultation on initial proposals the next stage of design work is now underway. During the next few months the county council will be considering the comments received in more detail and undertaking additional surveys and site investigations to inform the ongoing development of the designs and proposals. Further design work and surveys are required before officers can tell people about any changes to the proposals in response to their feedback. The webpage therefore also confirms the next steps in terms of further consultation:

  • Second round of consultation, focusing mainly on formal consultation on Traffic Regulation Orders (TROs) – February/March 2016
  • Cabinet Member Decision on TROs – May/June 2016
  • Construction – summer 2016 to spring 2018

Surveys 

Over the coming weeks and months various surveys will be taking place across the project area; you may see the survey teams on site. This will start with tree surveys which will commence Monday 19th October, and will continue through the week. Other surveys have yet to be confirmed.

The surveys are required to help the County Council gather more detailed information about the area and help inform the on-going design process.

Bus route change during night-time roadworks

Night closures are planned for Lyndworth Mews and Lyndworth Close (no. 31 to end), and of Stowood Close to the end of Northfield Rd, from 27 April to the 12th May

London Road Overnight Resurfacing

We have been advised that London Road will be closed for resurfacing between Headington and Green Road Roundabout overnight between 1900 and 0600 from 27th April for 4 nights and from 6th May for 2 nights.

This will involve diversions for our local services city8/9, park&ride400 and BROOKESbus U1 as well as airline and X90 coaches.

Our services will divert outbound from Headington lights, right into Windmill Road, The Slade, left at the Corner House, and left onto Eastern Bypass to Green Road to resume normal route. Inbound is a reverse of this diversion.

As a result, stops between Headington and Green Road will not be served during this diversion.

As an alternative, all services that normally pick up at the shops opposite the Post Office will pick up at the first stop on Windmill Road (stop HS3) . Oxford-bound, X90 and airline OXF will also provide a temporary drop-off point at the Headington Shops Stop HS2 .

We apologise for any inconvenience caused, and thank you for your patience during these works. We strongly urge that you allow plenty of extra time for your journey, as delays are likely. Please keep checking our Facebook and Twitter pages for further updates.

Overnight closures of London Road in April and May

The County Council advises that the stretch of road between Stile Road and the Green Road roundabout will be closed overnight from 8.00 pm – 6.00 am on the following dates:

Monday 27th April to Friday 1st May 2015 – for 4 nights – 8.00pm to 6.00am

Wednesday 6th and Thursday 7th May 2015 – for 2 nights – 8.00pm to 6.00am

This is to facilitate road works as part of the London Road re-build.

Here is the full text of the letter sent out to residents living near the London Road by Oxfordshire County Council. We have asked the County to confirm that signage will be clearly displayed on the A40 and Eastern Bypass to show that Headington’s businesses are open as usual.

London Road Major Maintenance Scheme, Headington

I am writing to inform you that Oxfordshire County Council will be undertaking carriageway repair work on the A420 London Road in Headington between Wharton Road and Northfield Road, a distance of approximately 500m.

The road works are programmed to commence on Monday 5 January 2015 and are expected to last for up to 18 weeks, subject to any bad weather or unforeseen circumstances arising during construction.

The work will include resurfacing of the existing carriageway, drainage improvements and kerbing works.

What we will be doing

London Road is one of Oxford’s busiest arterial routes leading in from the east. Each day around 16,000 vehicles, including up to 900 buses and coaches, use the route. It also serves as a key distributer road for residents and businesses of Headington.

The road surface has deteriorated considerably and major works are necessary to repair the road to a serviceable state. The bus lane on the south side of London Road is to be reconstructed to a depth of 550mm and the two running lanes are to receive a 200mm inlay treatment.

Works will also include replacing damaged/broken kerbs and drainage improvements to deal with standing water on the road.

While works are being undertaken to reconstruct the bus lane, vehicular access to adjacent properties will be compromised. We have arranged parking permits which will allow you to park, free of charge, in the surrounding side streets. Should you require your vehicle during these times, we request that you utilise the parking permits or make alternative travel arrangements. Permits will be made available in advance of the works by contacting the Highways Enquiry Team, details below.

This latest phase of work will run concurrent with the first phase which has been set back by unforeseen problems with utilities. It is hoped that the first phase of the scheme will be complete during January. Traffic Management

The county council has designed its traffic management to minimise the impact on road users, residents and businesses affected by this work.

Delays are to be expected throughout the time when the road works are underway and everyone is being asked to review their daily route, mode of transport and time of travel and where possible consider alternatives.

The works will be undertaken in eight phases under a system of single lane working controlled by temporary traffic signals combined with temporary side road closures to control traffic flows. The traffic signals will be in place for the duration of the works and will be manually controlled between the hours of 07.00-19.00 to help reduce congestion.

At the end of the works, two night-time closures of London Road will be implemented in order to install the final road surface. Further details of the date and times of the closures will be publicised in advance, nearer the time.

During the road works, staff (traffic gatemen) will be positioned at either end of the site extents to redirect traffic and pedestrians to ensure the safety of the public and workforce. We request that you give them your full support whether you are a pedestrian, cyclist or motorist.

Every effort will be made to accommodate essential vehicular access to properties and businesses adjacent to the works area but this will be subject to progress of the works. Individual requirements will have to be agreed with the Scheme Supervisor once works have started on site.

Although the works will result in disruption, they are essential to resurface and strengthen the carriageway and should mean that no major road reconstruction will be required on this stretch of road for many years to come. FREQUENTLY ASKED QUESTIONS

What does the second phase of work involve?

The second phase will take place between January and May 2015 and will include resurfacing from the junction with Wharton Road to the junction with Northfield Road. This will involve a full reconstruction of the westbound bus lane, replacing damaged and broken kerbing and drainage improvements.

Why do you need to do this?

The road surface has deteriorated considerably and major works are necessary to repair the road to a serviceable state. The bus lane is in a particularly poor condition and will require full reconstruction.

What is the cost?

The county council is investing £2.1million in the improvement and maintenance work.

Why are you doing the work at the same time as the first phase and work on Plain?
The first phase is now expected to be completed by mid-January 2015. This is due to the need to relocate some underground services from communication and utility companies.

The second phase is proposed to take place between January and May 2015. The overall timeframe for the project has not changed. Work on the Plain roundabout was postponed from its original start date in 2014.

Work on the second phase will begin in January and the traffic management arrangements will be coordinated to reduce congestion as far as possible. Starting on the original intended start date of January 2015 means that the much needed work gets done sooner.

What will the working hours be?

The working hours will be 7.30am to 5.30pm Monday to Friday. Saturday working will be limited to 7.30am to 1.00pm. We do not envisage working on Sundays, but this will be reviewed if we encounter any delays.

An element of night time working will be required to carry out the final resurfacing on London Road. This will be carried out between 8.00pm and 6.00am the following morning. Noisy work such as removing the existing road surface will be restricted and will be stopped at 11.00pm. Resurfacing activities, which are generally quieter, will carry on until 6.00 am. Appropriate measures will be put in place to restrict noise generated by this activity.

What are the diversions or alternative routes?

No official diversion routes will be signed during the works. Advanced warning signs will be erected giving road users warning of the start date and duration of the work.

We would encourage people wishing to use the London Road to plan their journeys in advance and to make use of the county council’s Travel Choices website.

Will bus services be affected?

We anticipate some delay to bus services along this route during the works, especially at peak times.

Bus stops into and out of Oxford located along London Road will need to be temporarily closed during the works. These closures will be advertised at the bus stops and will include information on the location of an alternative.

How will cyclists and pedestrians be catered for while the work is done?

The existing footway on the south side of London Road will remain open to pedestrians at all times. Similarly, the existing segregated footway/cycleway facility on the north side of London Road will also remain open to pedestrians and cyclists.

Is parking affected?

While work is being done to reconstruct the bus lane, vehicular access to adjacent properties will be compromised. We have arranged parking permits which will allow residents to park, free of charge, in the surrounding side streets. Should residents require their vehicle during these times, we request that they utilise the parking permits or make alternative travel arrangements.

How will my business get deliveries?

During the works access to Headington on both the A40 and A420 sections of the London Road will be maintained. As with any road works, delays to normal journey times should be expected and we urge road users to take this into account when planning their journey.

Access to shops/businesses located on London Road will be maintained throughout the works.

Wharton Road junction works

Roz writes:

This afternoon I was informed that the works to complete the raised pedestrian crossing at the Wharton Road junction should be completed tomorrow (9th December).

A new firm has been found to complete the changes to the junction. Works to change the junction to make it more pedestrian friendly started at the end of October and were due to be completed in three weeks. The original company engaged to undertake the specialist work pulled out of the contract leaving the City Council officers having to find new contractors. This was a frustrating situation for all concerned to be left like this, and certainly was not a smooth ride for cyclists or drivers.

I am told that the junction works at Wharton Road should be undertaken tomorrow during the day, with no complete road closure, but frustratingly the long awaited zebra crossing in Margaret Road will not be completed as soon as expected. The City Council is still waiting for confirmation from Scottish & Southern and it could be some time before we see the familiar beacon lights with the black/white zebra crossing open.

Wharton Road setback

Residents have asked why work on the hump at the end of Wharton Road is not yet completed.

The specialist contractor hired by the City Council’s Highways Department has pulled out at the last minute, so Highways is trying hard to find another company to take on the job. The remaining work is to apply a resin imprint on top, and a pre-requisite for this to work properly is two days of dry weather. It’s hoped that the work may be finished this side of Christmas, but factors affecting this include the scarcity of specialist contractors, their current workload and weather conditions.

The City Council’s highways officer has been out to the site and confirms it is safe. He is keeping councillors updated with progress.

Works in Windmill Road from Monday 10th

Oxfordshire Highways intend to carry out carriageway patching works in various locations in Windmill Road in the whole road between London Road and Old Road. The work is planned to be carried out between 9am and 3:30pm on Monday to Thursday 10th to 13th February 2014 with an additional evening period of work between 8pm and 11pm on Wednesday 12th February at the junction of Old Road.

The road will not be closed to through traffic however the nature and location of the individual patches will require temporary traffic management and suspension of some parking bays.  These parking bays will be clearly marked and are those outside 68, 72 and opposite 135-143 Windmill Road. Highways will endeavour to maintain access to those properties affected by the works. However, there may be occasions when the location of the work prevents normal access.  Pedestrian access will be unaffected.
