Your views count! PCSO patrol patterns

A resident asked why PCSOs patrol in pairs at our last Headington Ward Focus meeting, and Ruth agreed to find out from our Neighbourhood Sergeant.

Sergeant Claire Grant has discussed this with Neighbourhood Inspector Marc Tarbit and they have made the decision that until 2100hrs the PCSOs should be single crewed (unless an operational reason necessitates them working together) as it makes sense to increase the visibility on the area as much as they can.

It’s good to know that our Neighbourhood team is responsive to the questions you ask. Don’t forget that you are always welcome to make suggestions for service improvements at our ward meetings; we promise to listen to what you tell us, and we do our best to take forward and resolve the issues you raise.

Bring back our humps!

Several residents have told us how disappointed they are that the carriageway repairs in Dunstan Road have resulted in smaller road humps which will have a much lessened impact on traffic calming. It’s really important that traffic isn’t going too fast before it tackles the bends near the parish hall and the church.

David and Ruth are asking the highways engineers to take another look at these ‘improvements’ to see if the newly resurfaced road humps can be built up and made more effective

Manor Ground development has the all clear!

Planning permission for the 27 affordable housing units at the Manor Ground has now finally been issued today. This means that all necessary paperwork has been completed, and construction can now go ahead

Construction traffic will enter the site from London Road and exit the site via Osler Road, As soon as we have the start date confirmed by Green Square, we’ll let you know

Outcome of hearing on 29 Old High Street

The appeal hearing requested by the owner of property at 29 Old High Street took place last Friday. An earlier ruling by the Magistrates Court upheld the Council’s decision to serve a section 215 notice on the owner to ‘tidy up’ the property.

The owner appealed against the decision of the Magistrates Court but the Judge upheld the ruling that the notice should be served. She also ordered the owner to pay £2,000 costs in addition to the £1,600 awarded to the Council in the earlier case. The owner now has  6 months to tidy up the property in the way the Notice sets out.

This comes as a great relief to those living in the neighbourhood of what must have been at one time a most attractive house in the Old Headington conservation area. We hope that the necessary repairs will be effected as soon as possible now that the court case has been resolved.


Date for official opening of Bury Knowle Park play area

The formal opening ceremony for the play area is going to be on Friday 23rd September from 3.30- 4pm.  This was delayed until the children were back at school so that they can be involved, and there are a couple of extra items about to be added!

Jamie Murray and the Groundwork Team are to be congratulated on their imaginative planning, and have made the grant money stretch as far as possible!

Venue announced for next Ward Focus meeting!

The next Headington Ward Focus meeting will take place in Lecture Theatre 1 at the John Radcliffe Hospital on Tuesday 18 October from 6.00 – 8.00 pm.

We shall be talking about planning in Headington, a timely issue following the decision made by the Planning Review Committee on the Oxford University development in Old Road on 31st August

Council approves Old Road Campus application again

If bets had been taken on it, it would have been odds-on. Last night, the Council’s centralised ‘Planning Review Group’ did what most expected and many feared: it approved the University of Oxford’s application for two new buildings on its site south of Old Road. There were some changes and new conditions which will lessen the impact of the buildings, but for some that will be cold comfort.

I attended the meeting as one of the speakers addressing the committee. Ruth, substituting for Altaf who is out of the country for family reasons, was one of the Review Group. In my address, I backed residents’ concerns over the size of financial contributions for traffic measures, pressed for more screening, but more widely stressed that the Review Group was in danger of making the decision blind-folded: the application is clearly part of a wider vision for the ‘campus’ but those plans have not been put on the table for the University’s partners in the community — I mean the residents — to understand what is intended for their area.

That wider point was pressed by Ruth on the Review Group but fell on deaf ears. At the same time, it must be said that what happened at the last meeting and the pressure brought to bear since then, has had an impact. First of all, the County reviewed their calculations and asked for an increased financial contribution — up from £218k to £257k. That’s still less than 0.5% of the overall price-tag for the buildings and feels very low. I remain concerned that the County has not considered all aspects of the case — have they, for instance, taken into account the extra enforcement of existing Parking Zones that will be needed? Or is that a cost they lightly think local residents should bear?

In addition, the University has offered to do more to provide adequate screening for the buildings. This is a big issue because of the overbearing nature of the new build next to Old Road and the fact that the trees that are there are desiduous and so give protection for only half the year. The University offered to turn over more space, reducing the number car-parking bays and planting mixed evergreens. The planning officers did not support this — for reasons that were not fully clear — but both Ruth and myself called for this offer to be written into any permission as a condition. That small battle was won.

What now? We must deal with the new situation as we find it. The top priority for Ruth and myself is to help to rebuild relations between the University and our residents. Most importantly, we want the University to be part of the community and not an imposition on it. That’s why I put the word ‘campus’ in inverted commas — we are determined that it should precisely not be that, suggesting as it does a set of buildings disassociated from its surroundings. It is important this University begins to play its part in the community of Headington of which – like it or not – it must be part.

Road closures St Andrew’s Rd and Dunstan Rd

Winter damage money has been made available for carriageway repairs in St Andrew’s Road and Dunstan Road. In order to effect these repairs, parts of Dunstan Road and St Andrew’s Road will be closed for 2 days on Monday 5th and Tuesday 6th September. We have been assured that a letter drop has been carried out to inform those affected. If you have any concerns about the extent of the works, please contact us.
