Planned works in London Road 18 March-15 April UPDATE

County officers have confirmed that the planned works are being done in conjunction with the Thornhill extension and the proposed cycle hire scheme.

The conversion of a footway to a cycleway is done through the Highways Act 1980 by ‘removing’ the footway element and ‘making / constructing’ the cycle track element under their relevant sections of the Act. Public consultation is not a mandatory requirement.

In this instance the consultation undertaken was in respect to the conversion of the existing footway to a unsegregated ‘shared use’ facility and County officers say that they consulted with their standard list of consultees and in addition erected site notices along the route to catch the general public. The local parish council was also consulted with as part of this exercise. No objections were received and authorisation to proceed under delegated powers was subsequently sought and granted.

The formal consultation on the next phase of the London Road redevelopment is still to take place

Highway Drainage Works – Quarry Hollow and Beaumont Road

Oxford City Council in partnership with Oxfordshire County Council will be undertaking works to alleviate problems with the highway drainage and surface water flooding issues in Quarry School Place and Quarry Hollow.

This work is due to start the week commencing  4 March 2013 for up to 5 weeks. The work will comprise installing a pumping station underground and also a rising main from Quarry Hollow along Beaumont Road up to the existing highway drain in the Easter By-pass Road.

The road here is too narrow to accommodate both site works and traffic and a closure is necessary for safe working both for the workforce and the public.

Advance signage will be erected prior to the closure coming into force to inform traffic. A diversion via Quarry High Street will be sign-posted for traffic

to use during the duration of the closure but non-local traffic will be encouraged to avoid this route with additional signing on the approaches to Headington Quarry.

A twenty four hour closure will be in place continuously for the duration of the works.

 

Road Works – Warneford Lane (South Parks side)

We have been notified by Oxfordshire County Council about road works to be carried out on the carriageway adjacent to South Parks only in Warneford Lane

Oxfordshire County Council are programmed to carry out road reconstruction works on half of the dual carriageway between Morrell Avenue Roundabout and Gipsy Lane junction. Due to the narrowness of the carriageway and the nature of the works to be undertaken it will be necessary to close this section of Warneford Lane.

The road closure will be for two weeks commencing 11th February 2013 to take advantage of school half term holiday, however this timescale may change should inclement weather or unforeseen issues arise during the works. I have for your information attached a location plan of the works and the diversion route which will be in place and signed for the duration of the road closure.

For those who live or work in Cheney Lane, entry will be available from the Gipsy Lane junction via the central reservation access points in Warneford Lane opposite Cheney Lane. Exiting will be via one of these access points onto Warneford Lane, depending on the status of the works, then on to Morrell Avenue roundabout. There will be no access from the Morrell Avenue roundabout into Warneford Lane.Parking along both carriageways will be suspended for the duration of the works to facilitate additional movements brought about as a result of the works.

Footways and pedestrian access to all properties will be maintained at all times.

Accidents in Headington

Following the latest accident near the Shell service station in Headington,  David and I have contacted the county officer responsible for road safety to provide us with  a full report on the cause of the accident and how it was dealt with. We do understand your concerns about safety at this junction opposite Lime Walk and are lobbying for improvements

Temp closure Headington Rd service road

A request has been received from Oxford City Council for a temporary road closure to apply to Headington Road Service Road between Grays Road and Valentia Road while footway reconstruction and kerb repair works are carried out.

A Temporary Road Closure Order is being made to implement the closure, and will operate from Monday 15th October 2012.  The works are expected to take 3 weeks to complete.

Access will be maintained for emergency service vehicles and for residents within the closure area, subject to the progress of the works.

The latest on the Monaco Puddle

Work has at last been completed on the road junction of Old High Street and the service road to nearby shops outside the Monaco dress shop.

The final surfacing was applied at 6pm on Friday which allowed it to set overnight before the arrival of this morning’s Waitrose lorry.

The sett channel has been removed from the area in front of the access point.  The setts were particularly low in places and were likely to stand 50mm deep in water after rain.  A significant number of them were loose on their foundations and therefore inadequate to take an overlay to cover them up.  Re-laying setts in any location requires all traffic to stay off them for some time – up to a week, to allow the concrete to set, so this has caused problems at such a busy crossing point.

Officers have decided that there are insufficient gullies in this area and they are working out how best to tackle this.

Change to signage at Woodlands Close

The numbering in Woodlands Road and Woodlands Close has been a cause of concern recently following an incident in which an emergency vehicle was called and the driver had difficulty in working out how to get to a property in the Close.

Nearby residents will be aware that nos. 33-39 Woodlands Road are accessed from Woodlands Close and that nos 33-39 Woodlands Close are at the far end of the close.

The Highways Technician will install two new signs at the top of the close saying “Woodlands Road leading to Woodlands Close” and two signs further down the close, where the numbering starts, saying “Woodlands Close”.  These will be temporary signs and the situation will be monitored to make sure there are no unanticipated consequences. 

Residents in Woodlands Close and Woodlands Road will shortly receive a letter from the City Council informing them of this
