Oxford Local Plan 2036 consultation now live

Members of the public are invited to take part in the consultation on the Preferred Options main document for the emerging Oxford Local Plan 2036.

The consultation is open from 30 June to 25 August, Oxford City Council states:

The Oxford Local Plan 2036 will become the main planning policy document for Oxford. The Local Plan is important because it will set out how we want our city to look and feel, guiding new developments to the right locations whilst protecting and improving the environment and people’s quality of life. 

Last summer we asked you what issues the new Local Plan should cover. We have listened to what local communities, businesses and other organisations told us and are now considering a range of policy options. The Preferred Options document gives you the chance to comment on our proposed approaches to a range of issues. The consultation period runs from 30th June 2017 until the 25th August 2017. 

On our website (www.oxford.gov.uk/localplan) we have published the main Preferred Options document, background papers and studies on key issues, and a draft sustainability appraisal. There is the opportunity to respond to the main document using our detailed questionnaire online, or to complete the shorter online questionnaire. If you prefer to respond in writing or email, please send to Planning Policy at the address above.

Paper copies of the main Preferred Options document and the draft Sustainability Appraisal are available to view in libraries and St Aldate’s Chambers. In St Aldate’s Chambers we also have paper copies of all the background papers and studies on the website. We also have a consultation leaflet and questionnaire available at libraries, leisure centres, community centres and the Town Hall.

We urge residents to take a look at the consultation document which is available online and at Bury Knowle Library. Headington residents may be particularly interested in the sections on affordable housing, key worker housing, student accommodation, the use of space in district centres, and sites earmarked for further development.

At a recent briefing to community groups, residents from across Oxford raised some interesting points and comments which included:

  • Is the city council working with planning authorities in neighbouring districts to solve housing crisis?
  • Why is the city council appearing to want a no car policy?
  • What is affordable housing? Should be for those earning c £26K
  • How do we stop private investors buying up all the new build properties?
  • Is there too much emphasis on growth?
  • Why hasn’t some land been allocated specifically for community-led housing groups?
  • Are you saying it’s ok to put up high rise buildings so long as air quality doesn’t get worse?
  • What do you mean by a “tall” building? There’s a 15 storey one proposed for Templars Square at EAPC next week
  • Height limit/constraint for buildings shouldn’t just be in the city centre – consistency and good design is needed
  • Does the consultation adequately take into account the thousands who work or study in Oxford but live elsewhere?
  • Won’t reorganization affect the local plan? More needed for cyclists.
  • See p175 – balance of use in district centres has changed from A1 to Class A so more cafes/fast food/restaurants in Headington and Summertown?
  • Could consent for developments include a condition for car clubs?
  • What can be done about Airbnb?
  • Classification of HMOs – an HMO owned, managed and run by the universities does not count as an HMO for the planning stats, but an HMO owned by a landlord and rented out does. Currently, a road almost full of HMOs containing students had an application to change a property from residential to HMO approved as it was the only private HMO in the street. Change of definition needed?
  • With the emphasis on creating purpose-built HMOs, will private landlords intensify build on their existing sites as this will bring them increased income?

The Local Plan preferred options will be a major topic for debate at the next Headington Ward Focus meeting on Tuesday 25 July from 6:00-7:30pm at All Saints Church House.

Two buildings proposed for Old Road Campus site

The University of Oxford has sent out the following letter to residents:

You will recall previous consultation exercises relating to developments being undertaken at the Old Road Campus site. The University is now looking to submit an application for the provision of two small specialist waste storage facilities at the site. The application will also propose improved ground works and landscaping. 

The two buildings will comprise a total of 40 square metres and will be located to the north of the Henry Wellcome Centre on the northern part of the Campus. The buildings will sit immediately adjacent to the side of the Henry Wellcome Centre and will be constructed of profiled metal in a grey colour to tie in with the adjacent buildings. Landscaping will sit to the east of the buildings and minor ground works are required to provide a level surface for the siting of the building and to enable level access.

The proposed buildings will replace the existing facility on site and provide an improved waste storage facility for the users. The facility will be used to store packaging waste associated with materials used within the buildings on site and will be emptied by specialist waste contractors who are appropriately licensed. 

Surface water drainage from the building will be dealt with by the existing road network drainage and the sealed nature of the building will ensure that no waste water will enter the surface water drainage system.

This letter is to inform you of the application submission and to invite you to view the plans for the proposed development on Oxford City Council’s website. Once the application is registered there will be a consultation period of 21 days during which you will have the opportunity to submit any comments to the Council.

Neighbourhood Plan – where to find it

The Headington Neighbourhood Plan will go to referendum on Thursday 4th May. The arrangements will be as for the local County Council elections held that day. The question on the (green) ballot paper will be:

 

“REFERENDUM ON THE NEIGHBOURHOOD PLAN FOR HEADINGTON

Do you want Oxford City Council to use the Neighbourhood Plan for Headington to help it decide planning applications in the neighbourhood area?  YES <box> NO  <box>”

We do hope that all Forum members and those who have been following our progress will turn out and support the Neighbourhood Plan.  Voter registration is open until 13th April, and if you cannot vote in person you can apply for a postal vote but need to complete and return the application form by 18th April.

Breaking: proposal for new build at JR. Consultation dates 28-29 April

We have received the following from the University. The access route and timing may coincide with the Access to Headington works in Headley Way if proposals keep to the timescale in this communication, we are working with the County to address this

PROPOSAL FOR THE DEVELOPMENT OF A NEW NEUROSCIENCE RESEARCH FACILITY AT THE JOHN RADCLIFFE HOSPITAL

Dear Stakeholder,

We would like to invite you to attend a public exhibition to view proposals for a new building on the John Radcliffe Hospital Site at Headley Way.

The new building is intended to provide purpose-built facilities for the Centre for the Prevention of Stroke and Dementia (CPSD), as well as providing additional research and desk space for the Oxford Centre for Functional MRI of the Brain (FMRIB). Both of these organisations are component units of the Nuffield Department of Clinical Neurosciences (part of the University’s Medical Sciences Division).

When the development is complete, it will create the UK’s largest dedicated centre for stroke research and will help to maintain the University’s position as a world-leader not only in the research it undertakes, but also in the quality of teaching it provides.

Oxford City Council’s Development Plan allocates the John Radcliffe Hospital Site for new development which comprises hospital related uses, including associated administrative and academic floorspace.

A planning application is expected to be submitted to Oxford City Council in July 2017 to take forward the development of this new facility with construction to begin in early 2018.

As part of this process, the University is inviting members of the public to discuss the proposals with members of the project team on the following dates: 

Day 1: Friday 28 April 2017 between 4.00pm and 7.00pm

Day 2: Saturday 29 April 2017 between 10.00am and 12.00pm

Members of the University and the design team will be available to answer any queries you may have. In addition, hard copies of a feedback form will be available at the consultation sessions and an online version will follow on the University’s website together with an electronic version of the display information. The University will review all feedback and will take it into account before details are finalised and the planning application submitted.
