Access to Headington goes ahead

Roz and Ruth spoke at this morning’s Cabinet Member meeting along with four residents from the Windmill Road residents’ group and a resident from Headley Way.

The recommendations in the officers’ report were approved by the Cabinet Member, Cllr Nimmo-Smith.

In response to the concerns expressed by residents in the consultations and those expressed by the speakers, the Cabinet Member instructed officers to carry out a consultation to establish whether or not Windmill Road should be designated 20 MPH while the works relating to Access to Headington are carried out.

There is a difference between an area having a 20MPH limit, and an area being made a 20MPH zone, so we have some research to do on this in the ensuing months to make sure residents are fully informed ahead of the consultation.

We have no timescales currently on when works will be carried out but it is likely that the first tranche will take place off Old Road in Churchill/Roosevelt Drives.

 

No smoking in Sandfield Road play area

A trial 3 month voluntary ‘no smoking’ ban comes into effect this Friday.

This is being trailed at Florence Park, Cutteslowe Park and Sandfield Road Recreation Ground (John Radcliffe) and applies to the enclosed play areas only.

Posters will be put up within the play areas and monitoring will take place.

The trial will help the City Council to see whether a voluntary ban could potentially work or whether it should look at introducing legislation to make this enforceable.

Headington Ward councillor Altaf-Khan was elevated to the position of Lord Mayor of Oxford yesterday at Oxford Town Hall.

He was proposed by ward colleague Cllr Ruth Wilkinson and seconded by Leader of the Council Bob Price.

The Headington Lib Dem team is proud that he has been accorded this honour.

At the speech-making ceremony, Altaf thanked the people of Headington and Marston for the support they had shown him in the ten years he has represented them at city and county level.

He said:

I stand here after 10 years of my services as a city councillor. I deeply humbled and honoured for giving me this opportunity to be the lord mayor of our great city, Oxford.

In line with our golden traditions, I will serve my position, my people, my city above all prejudices.

Lets build our city, one nation, one Great Britain.

On election day morning we attended a meeting with Council officers about security and lighting in Laurel Farm Close, and on Friday we discussed the plan of work for the new build of student accommodation in Latimer Road with Frontier Estates, Savill’s, the site manager from Winvic and managers from McMaster House and St Luke’s. So it’s very much business as usual!

The Oxfordshire Credit Union – want to join?

The Oxfordshire Credit Union (OCU) is a financial co-operative whose function is to help people with money management by offering a safe haven for savings and providing affordable loans. Many people borrow at very high rates of interest, sometimes as much as 200% per annum or more, and the OCU will in most cases offer a better alternative.

Membership and access are open to anyone living or working in Oxfordshire. The aim of OCU, which is owned and managed by its members, is to help the community, not to make profits. Members can pay in to their OCU account in many ways, such as by Pay Point or by deduction from their salary if employers agree to this (as will Oxford City Council and the Oxford University NHS Trust). By doing so they can immediately qualify for a loan, as well as being encouraged to save. A member not requiring a loan can invest to help finance the loans, thus increasing the OCU’s reserves and its ability to help others.

Energy pipe – more delays

Here is a copy of the latest press release from the OUH NHS Foundation Trust. There will be further delay while a full planning application covering all aspects of the project is prepared, and then the City Council will need to decide whether it needs an environmental impact assessment. It now seems unlikely to us that this application can be decided until June or later.

UPDATE ON THE HOSPITAL ENERGY PROJECT

Following a meeting between Vital Energi and Planning officials at Oxford City Council today (17/03), Vital Energi has been asked to seek further professional planning advice to submit one planning application which covers the Energy Link pipeline as well as related work on both hospitals sites (such as the modifications to the Energy Centres and work on Churchill Drive).

They also discussed changing part of the route of the pipeline to take the Energy Link pipeline east at All Saints Road to proceed south along Lime Walk to the Churchill Hospital as shown in the maps below. Accordingly, the application will include two different proposed routes for consideration.

Vital Energi’s considerations when proposing this alternative section of route are:

  1. Lime Walk is wider than Stapleton Road so it will not need to be closed. Instead, temporary traffic lights will be used to enable traffic to flow in both directions. This will reduce the traffic displaced by road closures and addresses residents’ concerns that, under the original route proposed, Lime Walk may have become a ‘rat run’ for displaced traffic.
  2. It reduces amount of time Vital Energi will be working on Old Road.
  3. By keeping Lime Walk and Stapleton Road open and reducing the time spent on Old Road, this option addresses some concerns about potential traffic disruption.

Vital Energi will seek further planning advice and aims to submit the single master Planning Application for the Hospital Energy Project for consideration at the Eastern Area Planning Committee in June.

Mark Neal, Head of Estates of Oxford University Hospitals NHS Foundation Trust said: “The Hospital Energy Project is essential for our Trust as it safeguards our energy and heating at the JR and Churchill hospitals for the next 25 years. In addition to guaranteed savings on our heating and energy bills, once this new energy and heating system is up and running, we will have reliable modern heating and cooling systems in both hospitals for the first time in many years.

“Equally importantly, we will cut our carbon emissions by 35%, making the single biggest contribution to cleaner air in Headington to date. We know that the work on laying the Energy Link is going to cause disruption for people along the route (whichever route is chosen) and we are extremely grateful for the support, co-operation and understanding of the greater benefits for patients that we have had from many residents so far. Both the Trust and Vital Energi are committed to engaging with the public on the Hospital Energy Project, which solely aims to improve patient environments in a sustainable and financially viable way, and we look forward to our discussions with them.”
