What is “Community right to build?”

The Community Right to Build is a set of proposals that would give local communities the power to decide what is built in their area. The new powers would mean that where developments for new houses, community facilities or shops have the agreement of the local area through a ‘community referendum’, and meet a minimum criterion, communities will not need to go through the normal planning application process.

This will give communities the freedom to decide how to meet the local priorities in their area, and allow new homes, shops, businesses or facilities to be built where they want them. Communities would be able to decide the type of developments and housing they want to see, and the benefits would be retained for the community – managed by a corporate body formed by members of the local community.

Whilst it will be for communities to identify suitable land, sources of finance and secure support for their proposals, there will be help and guidance in available, and advice from people who already have experience of taking forward community-led schemes.

ORC application to be decided in August

The University of Oxford’s application will be discussed at the City Council’s Area Planning East meeting on the first Wednesday in August.

It comprises: demolition of 4 existing buildings (including Richards, Waco and Badenoch Buildings). Erection of 2 medical research buildings on 3 floors plus basement to accommodate Nuffield Department of Medicine and Kennedy Institute, to include laboratories, offices, stores, workshops and ancillary spaces. Provision of hard and soft landscaping, cycle parking and rearrangement of car parking.

It’s amazing how many major planning applications affecting the Headington area seem to happen in the summer holidays

NE Area Forum – what will it look like?

Following a meeting between Ruth, two councillors from Quarry/Risinghurst, and Headington Hill & Northway, and our Communities and Neighbourhoods Team Leader Martin Yapp, it has been agreed that the provisional date for the first NE Area Forum will be Tuesday 5 July at 6 pm, and the provisional venue is the Headington community centre in Gladstone Road (we are checking availability)

It is likely to follow the following format (timings are approximate):

18.00-18.30

  • Informal discussions with local councillors
  • Display of Barton West plans with officer available to answer questions
  • Members of the public invited to post up ideas for area-wide issues we can discuss at future forums
  • Dave Walker to be asked to record issues re cleansing, refuse collection, etc

18.30-19.30

  • introduction to the Sites and Housing Development preferred options consultation document by relevant senior planning policy officer
  • break out groups (at tables for each neighbourhood)  to discuss how potential developments would affect residents and businesses
  • local councillors to sit in on discussions and ensure notes are taken

1930-20.00

  • Feedback from each group

  • End of formal business
  • Cllrs Wilkinson, Baxter and Darke plus Jackie Yates (Director of Finance), Martin Yapp and planning policy officer to discuss how to take forward issues and to consider agenda for October meeting

Consultations affecting our ward

I don’t know about you, but I’m finding it tricky to keep up with all the consultations that are happening at the moment, especially as many are online and can be easily overlooked!

A pre-application briefing has been sent to residents groups by the University of Oxford relating to a prospective redevelopment of land at their Old Road Campus. A meeting will be held on 20/1/11 by the University with residents’ group reps. There is no application submitted to date, but if you want more details please contact your local residents’ group or get in touch with David or me

The City Council has a number of consultations happening right now. These include:

  1. Parks and open spaces (ends 31 Dec)
  2. Housing strategy (ends 17 Jan)
  3. The budget 2011-2015 (ends 31 Dec)
  4. Implementation of dog control orders (ends 31Jan)

Then there are the County’s consultations!

  1. Draft Local Transport Plan (ends 9 Jan)
  2. Oxford, Headington: Highfield and Old Road Transport Improvements (ends 12 Jan)
  3. County’s 2011/12 budget proposals (ends 10 Jan)

There will be an open meeting for Highfield residents to discuss the revised Highfield scheme on 6 JanuaryThe consultation on whether funding should be discontinued by the County Council for Bury Knowle Library will be held between March and May 2011.

We have called in the decision on increased car parking charges in the Headington District Centre (by double in one case!)  for further scrutiny on 10 January. Consultation event on Tuesday

The Planning Consultation Events are for Planning Policy Officers from the City Council to hear your views about almost 100 sites that have been identified for potential development for uses such as housing, shops, student accommodation and offices over the next 15 years and to suggest other sites. They are also looking at new planning policies for housing and student accommodation. Future planning applications will ultimately be judged against these new policies.

The consultation event for the North East is happening on Tuesday

The map of the areas put forward for development (and for what purpose), and information on how you can send in your comments, can be found here.  We would urge people to go and register your views. Areas in our ward include the JR Hospital site, Ruskin fields, Old High Street car park, Dorset House (corner of London Road/Latimer Road) the Nuffield Orthopaedic Centre, Headington School and Headington Prep School

The types of things Planning Officers would be interested to hear about on the site maps are:

  • Which sites do you think are suitable for development and for what uses?
  • Which sites do you think are not suitable for development, and why?
  • Do you have ideas for how any of the sites could be best developed, such as where the best access would be from or which features might need to be protected?
  • Are there any other sites that we haven’t identified that you think are suitable for development?

The types of things they would be interested to hear about on the housing issues are:

  • How can planning policies best ensure that new housing developments address the affordability crisis in Oxford?
  • Where should student accommodation be located, and how should it be designed?
  • Should we be doing more to manage the number of shared houses (or ‘houses in multiple occupation’)?
  • How should we expect developers to build sustainable homes?
  • How could planning policy better encourage quality design in homes, so that the impact of development on the wider area is positive?
