New planning document published by the City Council

Corporate Plan 2013-7 out now

Oxford City Council recently launched its Corporate Plan 2013-7. This key document sets out its main strategic direction over the next four years, as it works with partners to make Oxford a world-class city for everyone.

The key priorities for 2013-7 are:

§  Vibrant, sustainable economy, supported by effective education and training

§  Meeting housing needs, with more affordable, high quality housing in Oxford

§  Strong, active communities, which are socially cohesive and safe, and where citizens are actively engaged in pursuing their own well-being and that of their communities

§  Cleaner, Greener Oxford, in the city centre, our neighbourhoods and all public spaces

§  Efficient, effective council: a flexible and accessible organisation, delivering high-quality, value-for-money services.

The Headington Neighbourhood Forum will make references to this document when it has consulted all who live and work in the area and starts to produce a Headington Neighbourhood Plan.

City Deal initiative – latest on the Oxford bid

The Coalition Government’s City Deal initiative will benefit our area greatly if our bid is successful.

Oxford and Oxfordshire are preparing the proposal to government for a City Deal. This is an agreement between government and a city region that gives more local control over decisions affecting the local area, and helps create economic growth. Twenty city areas are currently preparing City Deal proposals.

The Oxfordshire councils are working closely together with the University of Oxford and Oxford Brookes University, the science facilities at Culham Science Centre and Harwell Oxford, and the Oxfordshire Local Enterprise Partnership to develop a major City Deal programme that seeks to boost the knowledge economy and to create a new partnership for growth.

A feature of the programme is the development of new incubator centres for research and business across the region in the key economic hubs of Oxford, Bicester, and Science Vale UK. In Oxford, this includes the Magnet development at New Road and the Bio-escalator development at the Churchill Hospital campus. Other developments in the programme include the Northern Gateway, and West End Renaissance (Oxpens, Westgate and the railway station), as well as schemes to accelerate housing development in Barton and elsewhere. The proposed programme within the city is worth £730m and would attract £1.6bn investment, with over 16,000 jobs and 2,000 new homes supported by government and Local Authority funding.

Proposals are being finalised over the summer and will be presented to government ministers in the Autumn, with an aim to agree the City Deal by the end of the year.

1. REGISTER

Register for £1.00 here to get your 10 digit access code. Your unique code gives you access to all bikes 24 hours a day.
(Hint – 10 digit Access Code = 6 digit User Code + 4 digit Pass Code)

2. START HIRE

To hire a bike, press ‘Start Hire’ and enter your access code. Wait for the lock key drawer to be released from the bike unit. This may take up to 60 seconds.
(Hint – You must hold the buttons for a second for it to register the press)

3. UNLOCK & RIDE

Unlock the bike using the key and store the lock in the basket. You are advised to return the key to the drawer. Press ‘Release Key’ and enter your access code to access the key at any time during your hire.
(Hint – You can lock the bike up during a hire but remember the clock is ticking!)

4. LOCK

To end your hire at any Oxonbike rack, press ‘End Hire’ and enter your access code. Lock the bike securely and return the key to the drawer. Your hire will end once the ‘On Hire’ light goes out. This may take up to 60 seconds.
(Hint – You must wait for all the lights to go out with no errors)

Are you a writer, artist, performer, film-maker, musician seeking funding?

Oxford’s artists, writers, performers, filmmakers, and musicians are invited to pitch for funding for their project at CREATE.

This is a unique peer -to-peer microfunding concept; artists are asked to submit their proposals in advance with a maximum of six selected to pitch at each event.

CREATE works by encouraging cultural supporters to donate to a funding pot. In return, supporters receive a glass of wine / juice and one vote to determine which artist wins the funding. Up to six artists or cultural groups pitch their projects and supporters vote for their favourite. The project with the most votes wins the funding.

Oxford’s supporters of the arts pay a donation (suggested £10) which goes into the prize pot and is then doubled by the City Council.

In return, supporters get a glass of wine or juice and one vote to determine which artist wins the funding pot

The next event is on Thursday 25 July from 6.30pm until 10pm and will take place at OVADA warehouse. The pitching and voting will be followed by CREATE’s summer party. There will be live music from James Bell and the Half Moon All Stars and a DJ set from Tim Hand (OCM). The event is being sponsored by OVADA and supported by Ian Nolan Events.

The OVADA bar will be open and Rico’s Pizza Shack will be making authentic wood burning oven pizzas.

Oxford Festival of Nature 12-13 July

Oxford Festival of Nature will take place on Botley Park on 12-13 July 2013.

This event will have a wide range of activities run by locally-based wildlife experts, including birds of prey, bat walks, tree trails, crayfish traps, worm charming and a walk through moth tent!

And all this will contribute to a 24 hour BioBlitz, identifying all the living species that we can within the park. In the 2012 BioBlitz we found 777 species. Can we do better this year? There’s only one way to find out!

Oxford Festival of Nature is run by Science Oxford and West Oxford Community Association.

Allotment sites with vacant plots to grow your own!

There are allotment plots available at several locations across the city including; South Ward, near Redbridge, Cow Mead, Abingdon Road and West Minchery Farm, Littlemore and Cripley Meadow, Walton Well Road.

Plots costs vary but across the city the average is £25 per year (for 250m²).  Smaller sized plots are available at some sites. Why not share one with friends or relations, bring your kids along, or team up with neighbours to grow salads, potatoes, herbs or root vegetables.

Renting an allotment plot allows you to grow your own food, keep active and can be a sociable place to meet other people.

2014 election date announced for 22 May to tie in with Euro elections

Here it is from the parliamentary records.

“Parliamentary Under Secretary of State for Communities and Local Government (Brandon Lewis): As I informed the House on 26 March, Official Report, column 84WS, we published a consultation document inviting views on whether or not we should, subject to Parliamentary approval, move the date of the English local elections from Thursday 1 May 2014 to the same day as the European Parliamentary election. At the time of the consultation the actual date of the European Parliamentary Elections had yet to be formally decided.

That consultation closed on 13 May and we have received 155 representations, including from the Electoral Commission, the Association of Electoral Administrators, the Local Government Association and many of the councils that would be affected. Whilst the consultation shows there are mixed views on moving the date, some two thirds of the 155 consultation responses favoured the change of date, including the Electoral Commission.

The Council of the European Union has now confirmed that the European Parliamentary elections will be held between 22 to 25 May 2014 and so the date for elections to the European Parliament in the United Kingdom will be 22 May.

In the light of the European decision, and having carefully considered all the representations received, the practical course of action is to move the local government elections to the same day. Holding two elections within three weeks of each other would be inconvenient to voters. I appreciate that the arguments are finely balanced, and I would observe that this does not necessarily create a precedent for any future set of elections.

So I am today laying a draft of the Local Elections (Ordinary Day of Elections in 2014) Order 2013 which, if approved by Parliament and made no later than 31 October, would move the local election day in England, in 2014, to the date of the European Parliamentary election.
The local elections which are affected by this change of date are the elections to over ninety district councils in England, all metropolitan district councils, and all London boroughs plus a small number of parishes, as well as five mayoral elections. A list of the relevant local authorities is included in the Explanatory Memorandum which accompanies the draft Order I have today laid before the House.”
