Access to Headington: conflict of use of space at bus stops

Bus stops and crossings in new highways works are always tricky in terms of off-carriageway infrastructure for pedestrians and cyclists as they are inherently points where desire line cross.

We asked the County Council about the possible conflict between bus passengers alighting and passing cyclists near the bus stops in the Slade. Here is the response we received:

The areas outside the bus stops and crossings are shared space rather than cycle lane/pedestrian lane so both users share priority.  The appropriate signage and markings will be in place in order to remind users of the change in priority.

Continuation of temporary traffic order in Lime Walk

We have been sent the following text of the temporary traffic order which takes effect from 2nd October. We have requested that Bickerton Road is considered as well as Stapleton Road as an alternative diversion route to Old Road for traffic from Lime Walk with support from the Chair of Highfield Residents’ Association.

This Order is a continuation of the Notice that came into force on the 11 September 2017 to cover the full duration of the works.  There are no changes to the restrictions.

In the interests of public safety it will be necessary for Oxfordshire County Council to temporality introduce the following to facilitate carriageway works:

  • No access into Old Road from Lime Walk (no access at the junction).  Access maintained one-way for vehicles travelling northwards into Lime Walk from Old Road.
  • Parking Prohibited for 40 metres from Old Road on the west side (includes  approx. 5 spaces of the 8am – 6:30pm 2hour parking bays).

A Temporary Traffic Regulation Order (TTRO) is being made to implement the temporary restrictions and will operate from the 2 October 2017 till the 13 January 2018.

(The maximum duration of a TTRO on a road is 18 months and on a footpath is 6 months, or until completion of the works, whichever is the earlier.)

Notice of proposal to change parking in Latimer Road

The County Council has given notice of proposals to amend the traffic regulation order for parking in Latimer Road pursuant to the conditions given to planning consent for the Beech House development and adjacent maisonettes.

Damage caused by delivery lorry in Stephen Road

 

On Tuesday morning, a PH delivery lorry damaged street tree branches and damaged the wall of Stephen Court. It parked on double yellow lines while the delivery was made to Tesco’s in London Road.

A resident kindly informed us straightaway and took some photos of the wall and the lorry.

We reported this to Tesco Customer Care and they put us on to the company which deals with the distribution side and principally whether distribution lorries are driven properly. They will contact the company concerned and get back to us with a progress report (nothing sent yet)

We reported it to the police on 101 but they said they wouldn’t note it unless it was a highway obstruction

We reported it to County Highways and City Trees Team. County routed it through to the out of hours City Council Highways team to make sure all loose bricks were off the highway and City Trees went down yesterday to assess how much damage had been caused. (not heard back yet)

We called in at Tesco in London Road today and updated the manager in case she received any enquiries.

We have contacted Breckon and Breckon who are acting as the agents for Stephen Court and have supplied them with the above details.

Witness Appeal after Robbery in Osler Road, Oxford. 

Thames Valley Police is appealing for witnesses or information following a robbery in Osler Road, Oxford (nr to Headington Bowl’s club)

On Monday 18/09 at 20:18 a man parked his car on Osler Road, as he got out of the car he was approached from behind.

The male offender pressed a sharp object into the man’s back and said “Give me your keys”

The man handed over the keys to the suspect, a second offender was standing watching, both offender’s got into the car and drove down Osler Road away from London Road, Headington.

The vehicle is a silver Lexus RX400 registration number PX5 6U**.

A description of the two males are as follows:

The first male had an Eastern European accent, he was approximately 6ft tall, stocky build, wearing a dark coloured jacket.

The second male was also approximately 6ft tall, stocky build, short brown hair wearing dark clothing.

Investigating officer, Detective Constable Lisa Chapman, said: “We would like to speak to anyone who may have witnessed this incident.

Staff on hand to help with student arrivals at Dorset House and Beech House

We have asked UNITE about the impact on residential parking arising from a surge of student arrivals this weekend. This reply is positive and shows that staff have been allocated to traffic management – see details below.

We are obviously aware of the possible impact of check in on local residents – one of the reasons we have a private layby on Beech house to allow for an unloading zone only after which parents must then go and park in one of the local car parks. The message isn’t to park in local streets and we have flyers to hand out outlining suitable parking options. This weekend we will have staff outside the building helping with traffic management.

We have around two thirds of Dorset house to check in and most of Beech house – which would be not much more than Dorset house usually. As it’s the first time we have had the 2 buildings then we will of course review how it went and make any necessary changes for next year.

We contacted County Streetworks who gave us the contact number for Southern Gas’s contractor. We asked about the implications for resident parking during the works and have received this reply:

We don’t anticipate to restrict parking on Woodlands Road but we may have some slight impact on Woodlands Close. We have applied for a number of parking dispensations for the residents which may be affected by our works and will be in full communication with these at all points during our works.
